With reference to my Confidential despatch
82752 of 7th July, 1933, I have the honour to enclose a
memorandum which I have caused to be prepared showing the progress of events leading up to the Ordinances forwarded to you with my Confidential despatches of 8th and 27th March, and 17th April, 1935.

My impending departure has made it impossible to report on the effect of this legislation as fully as I should have wished. The matter is dealt with to some extent in the Objects and Reasons attached to the Bills and in the Hansards of which I enclose copies. Moreover the presence
of Dr. Wellington in England on leave affords an opportunity for consultation with him on any points which may require elucidation.
It is proposed to bring the new legislation into force in the autumn, probably on 1st October, some time being needed to enable the provisions of the new Buildings Ordinance to become known.
